Ensure Zero Nominations for the By-Elections in Telangana in May, 2010

The by-elections for the Lok Sabha and Legislative Assembly seats, which have been laid vacant by the resignation of Telangana MP’s and MLA’s in support of their demand for a separate are due to be held on May 29, 2010. The Election Commission has announced the schedule for these by-elections and all political parties have gone into election mode and are busy with their pre poll permutations and combinations, to select the most probable winning candidate.

It’s a shame that of the 17 Lok Sabha MP’s and 119 MLA’s that we the people of Telangana elected, only 4 MP’s and 18 MLA’s had the moral turpitude to resign in support of our cry for justice. The rest have behaved like the vermin they are, having feasted on our flesh and support they have slunk away to hide in their air-conditioned burrows, when we asked for their support to press our demand for a separate state.

We the people of Telangana need to safeguard these 4 Lok Sabha and 18 Assembly seats, which have been left in our trust by the present incumbents. and not allow anyone to even file the nomination papers. We need to create a situation where the Election Commission is forced to call off the elections because no nominations were filed.

This will send three strong messages, the first to the Central Leadership that we are very serious and committed to achieving Telangana state come what may. The second message will be to our other representatives and the myriad political parties, that no matter how much they ignore our cry for justice and suppress our demand for a separate state, no matter how many crores the Seemandhra lobby pays them to scuttle the issue of Statehood, they will ultimately have to come to us for our vote. And our vote is the Sudarshan chakra, which will slay them tomorrow. And finally to our true leaders, it will act as an elixir and will energize them to carry on the battle till the day that Telangana’s boundary is drawn and they are free to come back to claim their seats, that they so rightly deserve.

Let us resolve, that come what may, no man or woman will be allowed to file nominations for any of these seats. Our message for political parties and independents desirous of filing their nominations is, “We the people of Telangana have resolved that these seats are not open for by elections, if anyone dares to file his or her nomination, they do so at their own risk and God save you.”

Singareni Coal Fields the Most Visible Example of Seema Andhra Exploitation

The Singareni Coal Fields of Telangana spread across the four districts of Karimnagar, Adilabad, Khammam and Warangal supply coal for most of the thermal power stations in S. India. And SCCL (Singareni Collieries Company Limited), the only Navaratna in the Telangana region. There are close to 70,000 workers in the SCCL coal mines across the four districts and in the current financial year it will contribute around Rs.400 crore to the State exchequer. Yet, the Singareni story is also marred by the rampant exploitation, deprivation and selective discrimination that is the hall mark of all Government and PSU’s in the Telangana region.

In the last two decades successive Andhra and Rayalseema Governments have conspired to wrest away this jewel of Telangana. There have been myriad attempts at this in the last 50 years which were foiled by the vigilance of the people and the miners. The latest attempt at this was made just a few months ago, when the Tadicherla coal mines in Karimnagar, part of the Singareni Collieries geological area, were all but sold off to ETA-ECCI-PLR, Joint Venture, a company promoted by Kadapa MP Y. S. Jaganmohan Reddy and the AP state forest minister P. Ramachandra Reddy, both hailing from Seemandhra region

The Union coal ministry had allotted the Tadicherla block-1, to APGenco, a Seema Andhra infested, Government turned quasi Private Co, by N. Chandrababu Naidu during his reign as the CM of AP, to meet the coal requirements of Kakatiya Thermal Power Station at Bhoopalpally in Warangal district. SCCL, which by law and economic efficiencies should have been awarded the contract for mining and supply of this coal to APGenco, was forced to opt out of the negotiations and ETA-ECCI-PLR led JV awarded the bid amounting to a whopping Rs.5000 crore for the mining and supply of coal at twice the price, that SCCL charges.

This perfidious act would have hurt Telangana in two ways, one we would have been cheated out of our natural resources today and a few years later, APGenco, would have prepared a report on the financial in viability of continuing with the Bhoopalpally Power Project, and forced its shut down, resulting in loss of livelihood and power supply to the people of Warangal. Had it not been for the current situation, these mines would now be the private property of these Seema Andhra bandits in khadi.

Not only this, there is rampant discrimination against the locals, in these mines, while all the underground miners belong to the Telangana region, and bear the risk of working in hazardous conditions, the plum and safe jobs right from the lowest of the clerical post to the top cadre are occupied by non-locals, ie people from the Seemandhra region. If you had just one word to describe the plunder and injustice meted out to Telangana people in Andhra Pradesh, the answer would be Singareni.

Stop Paying Taxes Till Telangana is Formed

The President of India, Mrs. Pratibha Patil’s address to the Parliament on the 1st day of the budget session on 22nd Feb, 2010 shared a commonality with that made by the AP Governor ESL Narasimhan, to the legislative Assembly in Hyderabad on February 1, 2010. Both of them, made no reference to the demand for a separate state of Telangana, which is not surprising as the same lobby has forced this exclusion. This callous sweeping aside of an highly emotive issue that is taking lives daily, with a suicide a day is a shame for the Nation’s collective conscience.

We the people of Telangana are to be blamed for this attitude of the Center and the State Administration, for we grossly depreciated the value of our lives, by these suicides. We need to remember, that there is no one more foolish, than the patriot who deludes himself into believing, his sacrifice will win battles. It is not yours but your enemy’s sacrifice that will help you win wars. My appeal to the youth is taking your own life, will not make any difference to the Center and State Government. Their reaction to hearing about successive suicides may go like this, “What another suicide in Telangana, how annoying! First it was the farmers and now it’s these students!

Going by their logic, the only thing that has changed is the profile of the people who are taking their lives. And there is no compelling reason for them to take action. But, if our actions impact their functioning and cause pecuniary loss, then yes by God, they will take notice and listen to our demand. It is simple we need to strike where it hurts, to start with let us

• Refuse to pay all Central and State taxes till a separate state is formed. Various districts in Telangana have already taken a lead in this but we need to make it a way of life, with people in all districts refusing to pay taxes.
• Refuse to pay the Electricity and water bills, as these will add to the coffers of the AP Government and we all know this money goes, to the development of the Seemandhra region. Let us hold this money in trust to be paid to the Telangana State when it is formed. Our state will need all the money for rebuilding.
• When buying goods, pay the price of the product without the Sales Tax, and give an IOU in its stead, stating the money can be collected from you when Telangana is formed.

These steps are not only difficult but impossible to implement individually, but the collective will and action on these fronts, will have a multiplier effect and bring the State and the Nation to a standstill. It is time, we moved away from asking for Telangana with an open hand, to wresting it away with our fists.

Telangana Sold for a few Pieces of Silver

The real politick behind the Center’s back tracking on statehood for Telangana has been laid bare. According to one of the congress legislators from the state who was in the US recently, P Chidambaram’s statement on 9 December 2009, on Telangana jolted the Seemandhra lobby of industrialists, mining and construction contractors and real estate developers, which includes a few top business houses from the region. To safeguard their interests they collectively donated a sum of Rs.10,000 crore to the Congress party fund, with the request that the bifurcation of the State be stayed and even if the worse comes to worst, make Hyderabad either the Joint Capital or a Union Territory.

The chain of events post this transaction at the Center are open to interpretation, first the mild ND Tiwari is moved out of the Raj Bhawan to be replaced by a hardline Narasimhan. That Tiwari was compensated in other ways is a foregone conclusion, till now there has been no inquiry into the incident, that has shamed the dignity and purity of the Governors office. And what of Narasimhan, soon after taking over the reins of the Governorship, he prepares a report on the Naxal and Maoist influence on the demand for a separate state of which there was no trace till then, the report goes so far as to suggest, that the Telangana movement is being stage managed by the naxals. On this logic of Naxal and Maoist infiltration within the students ranks, the State administration, unleashes its terror on hapless students in the Osmania University campus.

Fast forward to January 2010, the promised Sri Krishna Commission is constituted and the Terms of Reference announced, these are so ambiguous and diluted that it will be miracle if it comes up with any concrete report. Again the police unleashes its might on the students of the Osmania University, and the order of the AP High Court asking that all police and para military forces vacate the OU campus, is challenged and a stay order brought in by the State administration from the Supreme court on the specious plea that the University is harboring Naxals and Maoists.

Today, the Vice Chancellor of Osmania University, Tirupati Rao, categorically states that there are no Naxals in the University. Do, you Mr. Home Minister believe the words of the Vice Chancellor or is he also a Naxal sympathizer and a liar. If the Telangana Movement was infiltrated by Naxals and Maoists as is the State and Central Governments propaganda, the law and order situation in Hyderabad and Telangana would have been very different from what it is today. Our youth would not be taking their own lives in desperation, they would not be sitting ducks as they are today for your lathis and rubber bullets, they would not be asking their leaders to resign. These are the acts of a desperate and exploited people and not those of extremists. We have no weapons except their lives and no assets except our mortal bodies, which we have been laying at your doorstep with the hope that you will hear our cry for justice. But, alas instead of justice and a honest hearing we are branded as naxals and maoists.

Mr. Home Minister, the people of Telangana can look the nation in the eye and swear on all that is holy, that our demand for a separate state is a people’s movement. But, can you look at us and say that your party has not bartered away our future for a few pieces of silver.

RIP Yadaiah

As the flames carry away the mortal remains of Yadaiah, the latest martyr of Telangana, let us remember all those who have laid down their lives in the last two months as well as the 379 students who were slaughtered by the Kasu Brahmanand Reddy Government in 1969, and all those who have carried aloft the Telangana banner in the intervening 50 years, Pratap Kishore, EV Padmanabhan, Vandemataram Ram Chander Rao among others.

If the justification for creating the doomed State of Andhra Pradesh was the life of one Potti Sriramulu, then Telangana should have been created five hundred times over, for the number of people who have sacrificed their life for Telangana till date is more than 500.

Does the Government at the Center and those opposed to Telangana realize the desperation and mental agony that can drive a young man at the threshold of life to immolate himself. Looks like for the Center the lives of Telangana people have no meaning, for they have been turning a blind eye to our deprivation and systematic annihilation for the last half century. What else can one say, when the rivers of the region are drained to irrigate the lands of the occupiers as is happening with Nagarjuna Sagar, SLBC that was never taken up, Veligonda project which is on war footing, the mines inundated to save and supply water to the occupiers Polavarm project, dams like Nizamsagar deliberately allowed to silt over so that the water can be diverted to their fields. So when Yadaiah, says he has no hope for a job or future in AP, he was dead right. We the people of Telangana revolve in our hearts that

• We will not let these sacrifices go in vain, and give up our struggle till a separate state is formed
• And lastly we resolve that we shall not rest in peace till the boundary of Telangana is drawn
• We will not insult their sacrifice by shedding tears and morning for now is not the time, today we have to carry on with our fight for survival, we have to carry forward the movement with a will of iron to its final culmination
• We will neither be deterred by the Administration’s zulum nor be swayed by false promises
• We promise to ourselves that we will not lose hope and take the final step but will force the usurpers of Telangana to set us free

For this is what Yadaiah and the other martyrs would have wanted.

As Yadaiah is consigned to the eternal flames for the last time, we promise to ourselves that there shall be no more Yadiah’s, that no other Telangana person will have to take his life in desperation. We will continue our struggle till the boundary of Telangana is drawn, and the 29th state of Independent India sees the light of day for only them will the souls of our martyrs rest in peace.

Rosiah Presents a Dead Budget while Hyderabad Burns

As Nero played the fiddle while Rome burnt, so did Rosiah today present the budget for the dead state of AP, as the city of Hyderabad burned. For how long will the powers that be delude themselves into thinking that the demand for Telangana will die down. The events in the Capital of Telangana today and the response of the Administration sounded the death knell to the hopes of the Andhraseema people, who were thinking that with the Sri Krishna Commission’s constitution they will have a few years more to continue their rape and exploitation of Telangana.

The fact that a few students proposed march to the Assembly, brought the State administration to its knees and forced the police to cordon off the Assembly area, and fence in the city by water tight barricades across state Highways, cancel all inter city trains on the false alarm of a bomb threat, and halt the intracity MMTS. If this is the reaction and fear a few thousand students proposed peace march can create, imagine what will happen when the 3.5 crore people of Telangana take to the streets. Will the administration then mobilize the entire police force of the country and the paramilitary forces and imprison the people of Telangana in their localities, villages and districts, as they today confine our students within the University, Colleges and hostels, with wire fencing and threat of batons and rubber pellets.

And what of our exalted Chief Minister, his cabinet and the so called people’s representatives, they reached the Assembly in their air-conditioned cars, blind to the barricades and the simmering passions in the city. Which they anyways cannot see because of the tinted glass of their cars and homes and the ears that can only hear the call of Delhi. What a travesty of democracy, that these people’s representatives should play at budget, budget while the city cracks under tension and those of us who cannot bear this strain, crack and immolate themselves. Are these MLA’s so foolish that they believe the current Legislative Assembly can survive for the next few months. Most probably they are too scared to face the reality that this is the last time they are sitting within the Assembly premises.

To all intents and purposes, Rosiah has presented a dead budget which will not see the light of the next financial year. For within the next six months, the Finance Minister of Telangana will present the State’s first budget, in the same Assembly.

Let’s do what the Government failed at doing - enforce GO610

The incident at BHEL in Hyderabad, the other day, where in some youngsters thrashed outsiders who had come to attend an interview is a preview of what is to come, if our demand of Telangana state is not heard. This is what happens when the desperation in the hearts reaches the heads, reason loses to the baser emotions. No is to blame for this except the successive Government’s who have for over 50 years suppressed the people of Telangana and limited avenues for them to grow and prosper.

The time has come for us the people of Telangana to get into an active aggressive mode and force the Center to accede to our demand for a separate state. For long have we reposed our faith in the system and dreamt of justice being done to our people. What we have received, after fifty years of deprivation and sixty days of relentless suicides, is a commission whose very objective is to continue the exploitation, rape and systematic annihilation of a region. It is time, we showed the Nation, that Telangana has risen from its ashes and is ready to create its own destiny.

We the people of Telangana have decided to shake off the chains that were holding us back, and to start off with we will set right the injustices that were done to us, starting with taking back the posts in the Government offices and PSU’s that are rightfully ours.

• We will ensure that the over 120 of the 130 posts of HoD’s that are held by people of Seemandhra in Telangana are given back to its rightful claimants
• We will get due representation in the APPSC board and increase our numbers from the current 2 out of 16 to 6
• We will increase our strength in the Government departments from the current 3 lakhs out of 12 lacks to 5 lakhs
• We will ensure, that the over 90% concentration of Seemandhraites in HCU is brought down to less than 40%
• We will see to it, that Telangana gets its due proportion of 42% representation in the Secretariat, which today is a measly 9%

We will with folded hands request the Seemandhra officers, occupying our posts to go back to their region, and if they do not listen to our plea for justice, our Telangana brethren in these offices miniscule though their numbers are will make it very uncomfortable for these usurpers to continue to steal our livelihoods. And in doing so, make them realize that Telangana is no longer the naïve nymphet they have been exploiting for half a century. It has grown up in the dungeons of AP into a powerful Durga who is capable of decapitating demons.

Boycott Sri Krishna Commission

The center’s response to our demand for a separate state is a slap in the face Sri Krishna Commission which has been set up to look into the “current situation arising out of a demand for a separate state”. The terms of reference of this Simon Commission of Chidambaram’s, are an insult to the people of Telangana who continue to lay down their lives for a separate state.

The state of AP created as it was against the recommendations of the SRC, is a historic blunder that has destroyed several generations of Telangana people. Para 386 of States Reorganization Commission Report (SRC) said "After taking all these factors into consideration we have come to the conclusions that it will be in the interests of Andhra as well as Telangana area is to constitute into a separate State, which may be known as the Hyderabad State with provision for its unification with Andhra after the general elections likely to be held in or about 1961 if by a two thirds majority the legislature of the residency Hyderabad State expresses itself in favor of such unification." That Andhra Pradesh was formed disregarding these recommendations, is a travesty of fair play and justice. And today, when the whole region resounds with the demand for the Telangana state, there is no locus standi for a new commission to set up to look into this issue.

The motive behind setting up the commission is obvious from the ToR’s and the time frame given for it to come out with a report, vis lure the people of Telangana with false promises to the dungeons of deprivation from which they dared to come out. Let us the people of Telangana give a fitting reply to this insult and boycott this Simon Commission of Chidambaram’s until the Terms of Reference are modified. This is a public call to boycott the Sri Krishna Commission, let no public representative, political party, student organization, academician respond to the commission’s call for public opinion. We the people of Telangana demand that the Terms of Reference of the Commission be changed to these five points

1. Prepare a status report on the development of Telangana in the last 50 years
2. Prepare a status report on the implementation of GO 610
3. Prepare a road map for the bifurcation of the state into Telangana and Seemandhra
4. Work out an equitable mechanism for sharing of water and power
5. Prepare a report on repatriating Seemandhra employees in State Government Service to their region and devise a roadmap for filling in these posts by Telangana people

If Ms Gandhi and her vassals heed this demand of ours its well and good otherwise we the people of Telangana will set up a separate commission with these Terms of Reference and submit the report to the Nation in a months time frame. For under the current ToR’s Sri Krishna Commission, Telangana will be again be sent into exile for the next 50 years.

Lets leave the traitors of Telangana alone

For the last one month, the political class of Telangana has been playing with the emotions of its people by resigning from their posts one day and taking back their resignations the next. This in spite of the repeated demand of the people who have elected them to represent their interests in the Parliament, Assembly and the Councils. It is shameful that our leaders continue to be part of the machinery that rains bullets on our students in cold blood. It is indeed our misfortune that the very people we look at to safeguard our interests are blind and deaf to the cries of the students who are brutalized by the police in this democratic country of ours, for daring to raise their voice in demand for a separate state. Shame on us the people of Telangana for electing these leaders, who continue to stick like glue to their seats of power while the region burns with the funeral pyres of its citizens.

We have tried to reason to their better self and threatened them with dire action if they fail us now, yet like the snakes they are, they can only sway to the music of their masters in Delhi, which as well know is being manipulated by the Seemandhra lobby. It is futile our wasting our energies and time in trying to reason with these selfish elements of our land. Let us leave them to rot away in the present assembly and councils, which are anyway in the lame duck sessions. Instead of targeting these diseased bodies, we need to target our energies on bringing to light the undue representation of the Seemandhra settlers in the Government offices in Telangana.

We now need to move to the next level of direct and positive action, by demonstrating against the high percentage of these settlers in posts that should logically and morally have gone to Telangana people. Each day we need to target one department of the Government, meet the Seemandhra officers working there and request them to get a transfer to their state, and leave Telangana to be administered by its people. This will be hitting our antagonists where it hurts, and will also show the powers in Delhi that we mean business and cannot be swayed away by bogus commissions.

As for our politicians, let them stick on to their last tenures in the Parliament, Assembly and Councils, but keep our chappals and shoes in safe keeping to greet them with, when they come to us again for our vote. Telangana is the right of its 3.5 crore people and its destiny is not dependent on a handful of traitors.

Telangana – A police state

The brutal assault by the AP police on students of Osmania University, is the last nail in the coffin of the Seema Andhra lobby. This brutal act of the administration that did not show mercy even to girl students and rained lathi’s and rubber bullets on their hapless heads is the final straw for us the people of Telangana. We have lost all hope for justice, human dignity and humanity from the Government. The treatment meted to us in Hyderabad is worse than that being given to Kasab. The administrations handling of the demand for a separate state is remiscent of the British Empire’s ruthless attempts to curb the Indian Independence movement.

There has been a drastic change in the administration’s attitude to the Telangana people since ESL Narasimhan took command of the Raj Bhawan. Before ESL’s era, the administration’s response was professional and due respect to human and fundamental rights was accorded to the people of Telangana. However, since ESL’s anointment as the Governor of the doomed state of AP, the administration’s response is increasingly becoming more vicious with each new incident surpassing the previous transgression in brutality.

For us the people of Telangana, our fundamental rights have been suspended, we can no longer claim right to freedom of speech and freedom of association. Even senior citizens are denied permission to conduct peace meetings and if they by sheer perseverance get the required permissions from the courts, the gatherings are disrupted by the police by cutting off the power supply. Students who are active participants in the demand for a separate state are arrested on trumped up charges and denied bail. In prison, they are treated worse than criminals and are made to bear indignities that are in contravention of basic human rights, to cite one example they are given just one plastic mug and have to use it both for washing in the toilet and for drinking water.

Universities, in the region have been turned into prisons with neither the students being allowed to leave the campus nor outsiders allowed to enter. There is a complete cordoning off of the Universities and any attempt by outsiders to enter the campus is met with lathi’s and baton’s of the police force.

However, each transgression by the state administration reaffirms our resolve and determination to carve our state of Telangana, neither your lathi’s nor your bullets will deter us from our path to statehood. There is a message for the center and the state administration, the sooner you heed the writing on the wall and give the go ahead for a separate state, the better it will be for all concerned. Today we demand just a separate state do not try our patience and push us into the hardliners corner, where we will be forced to take not only our state but repatriation of all Seema Andhra settlers from Telangana and our capital Hyderabad. The choice is yours to make, either give Telangana today or be prepared to leave the state in your dhoti’s tomorrow. History is witness to the fact, that when the will of the people is awakened even mighty empires retreat in fear.

Sri Krishna Commission – a mockery of Telangana aspirations

The Congress at the center has once made a mockery of the Telangana people’s just demand for a separate state by constituting the Sri Krishna Commission and its vague and lets put Telangana on the back burner terms of reference.

The very constitution of the Sri Krishna commission, is a betrayal of the people. It has clearly been set up on behest of the anti Telangana lobby, which believes that the people of Telangana can once again be beguiled into believing that justice will prevail. Clearly, the intentions of the Government are suspect in the least and criminal in the extreme, is this what our students have taken their life for, is it the justice we can expect from a stone hearted Government, which is more amenable to the money bag Seema Andhra lobby than it is for the deprived people of Telangana who have laid their trust in the Congress by electing it at the center and state.

Maybe, the decision of the students to take their life was the right one, atleast they do not have to see their future being bartered away for a few hundred crores, maybe the center will awaken to the lament of Telangana when the last pyre of the Telangana man is lit, and the 3.5 crore people either take their own lives or are systematically murdered in spirit and body by the Seema Andhra gang lords.

The story of Telangana is like a beautiful and virtuous lady who has been forcibly confined to the brothel that is Andhra Pradesh and every attempt she makes to break free is crushed by her tormentors, on the specious plea that it is for her own good, as she is protected from the big bad world by continuing to stay in the brothel that is Andhra Pradesh. And to top it all, these tormentors of Telangana continue to pillage and rape the region under the benign patronage of the Central Government.

However, the time of Telangana has come, and we do not need the likes of Sri Krishna Commission, our demand from the Centre is redefine the Terms of Reference of the Commission to just 3 points
• Work on the modality for the bifurcation of the state to Telangana and Andhra
• Devise a formula for sharing water and power
• Devise a plan for repatriating people from Andhra Seema region to their respective places

And a time frame of 30 days to prepare a report. This is what we demand and this is what we shall have. If the Center does not have the guts to repeal the ToR’s of this hum bug Commission, we the people of Telangana will constitute a separate people’s commission with the three point ToR’s and force you to heed to our demands.
